I can explain to you how it works and that way you will know why it happens: Every time a game releases an update/fix or bug fix NVIDIA have to put it in a controlled environment, download and install in all their storage systems, monitor it and make sure it works with all their cloud servers, then a patch is applied for the update and released to the general public. They can't provide any ETA (Estimated Time of Arrival) because any error, bug or crash can occur that they can't predict, in addition to the fact that GFN works through VMs that require extra security to avoid security flaws
that's why it takes too long because it's a processs It's scheduled and probably has extra steps and procedures that I can't know but they probably happen.

even if the game didn't get any updates, NVIDIA usually put games under maintenance games anyway to keep them in optimal condition and working correctly

those are the downsides of cloud gaming, the games run on servers and any big changes to the game require that any new game content or update files have to be patched to work with NVIDIA's VMs and probably other factors that we don't know
