Which plan are you on?
Because Rust is a CPU intensive game and the CPU's used are server grade hardware, not meant for gaming.
And because Rust overall is an intensive game. All you can do is lower the FPS.

It's not just that. Ranch simulator is in your library but it doesn't open, similarly, Ark Survival Evolved doesn't open either. I bought it for Rust but I'm playing at 50 fps. Is this the result I got by paying money? Is there nothing I can do?
As mentioned, the game is cpu intensive, and cloud gaming systems often have weaker CPU’s simply due to the difference between gaming and server hardware
Try increasing the graphics settings for gpu intensive settings while keeping cpu intensive settings low, like view distance, shadow quality, ragdoll count(if that’s a thing) and anti aliasing
