What game is this? Does the FPS counter in-game report lower FPS or does your stream reduce in quality?
It's fortnite and all other games, it's a drop in quality and not FPS

2.I'm connected in southwest because that's where I have the least ping and latency on geforce now - I am connected by ethernet

Child before I had 300-400 FPS unlimited, but now I have 165FPS unlimited!
In addition, I paid a 20th subscription on a geforce now account, and to see if the problem persists I paid 20th again but on another account so I had 2 active subscriptions... I lost 20th

If it's Fortnite, then NVIDIA capped the frame-rate and you can't do anything to avoid it. With subscription issues I suggest you contact NVCC Support themselves.
