You cannot solve it, as it's a part of Game+ service.
It should reset at your next billing date.
But it might not be the case. As it's Sunday, the servers might be crowded.
Give it some time and see if you manage to play.

If you've reached your monthly priority hours, it should reset every 30 days, matching the date when you bought.
Like, if you subscribed at the day 6, every day 6 it will reset.
See? Sometimes if you wait a bit longer, it works.
Don't need to worry, specially when it's holiday or weekend.

by premium do you mean priority?

its a bit strange i think they're putting you at free tier because they gave you an rtx 2080 instead of a 3080.
They give 2080 at free tier for AAA games
You just probably contact customer service for putting you into the wrong tier
He is using Game+, the Turkish provider. There, they don't have RTX 3080 rigs yet.
