No other problems, resolution is normal, settings are as high as they go. Running on a 1920*1080 monitor.

Can't really show a picture since screenshots omit the cursor, and taking a picture of the monitor would be incredibly scuffed.
Not a 1 time occurance and I've never experienced it not happening when playing GI using Geforce Now

should be 100mb/s ethernet and everything turned to the highest in GFN
70/mbs download with GFN, GI running in background
93/mbs upload with GFN, Gi running in background

Nah, it's not necessary.
Did this cursor had any change since the last time you used? Cloud gaming has a lot of image compression, and it might be causing it.

Use the "Open Original", after opening the image here. So you will get rid of Discord poor compression.

To make sure, do two different tests...
1 - Open another game that has a custom cursor, like this one above;
2 - Try to open Genshin Impact via web browser to see if the cursor will remain in this low res;

It's odd, indeed.
The app uses DX9 or DX11 for rendering, plus Code 4 or Codec 5 depending on the resolution. And, if I'm not crazy (yet), the web browser version was updated to the same.
Another thing that can be causing it, might be a recent GPU driver update.

had a similar issue in frostpunk where a bit of text also looked like it was in 144p

Is your GFN updated to the new version? Sometimes, users got some messed up update and might face some issues.
This is the new version. Despite it's being delivered in waves to the users, you might got it already.
