I've set my video quality to balanced and balanced's FPS is 60 yet I get only 30. I know I can switch to custom or competitive but I get black line all over the screen if I change it

this happens to me aswell, im on the browser.

as soon as the resolution scaling update was released my fps kept being limited to 30

you can't even play on other browsers except edge or chrome, what are u suggesting
