okay
create a new gameobject please and dont parent it to any object
put a light componenet on it and change it to spot light
after that bring this gameobject to the wall and rotate it towards the wall
I rotated it towards the wall and set the intensity to 100, doesn't work

yes, it should work, I don't know why it doesn't work I have never had any issue with lights...
did you start a new urp or upgrade from built in render pipeline?
my default render pipeline is URP, and I didn't start the project in HDRP if that's what you mean
all the assets I've used are also URP compatible
can you go to the project settings then to Graphic
