This is my idea: its a game where you need to try to escape a lab where scientists did cruel, disgusting and morbidly dark experiments on people, those victims are the "monsters" and you need to try to escape.

Haha I don't think that's fair, I think emotions can be hard to understand! Especially when it's an emotion that you're trying to create in somebody else, and it's not something you're actively experiencing

When you create your game, you are playing god because you have full control over everything, so it's hard to ensure a specific experience for somebody else, who is experiencing the game very limitedly

To keep the conversation relevant (mentioned this in Unity Talk before I realized you moved the convo here):
If your looking for scary concepts, you could try searching up horror genre themes, folk lore, superstitions or fairy tales (and some of their origin), dark arts like the Ouija board and other demon/ghost origins, phobias, paranoia and psychological conditions, to name a few sources that usually produce "scary stuff", without knowing your game and exactly what your looking for it, I would say these would be a good start, keep in mind, if you are making something horror-based, there is usually shock-horror like jumpscares, and phycological horror like spirits or sounds outside your peripheral, giving the sense your being followed, this is why many dont like being alone in the dark anywhere, your lack of senses can create psychological horror and your brain can make things up when it cant properly rely on senses - with a video game though, your senses are limited to hardware, so sight and hearing, and reacting to sensory input like touch (although thats usually visual)

And to add one more, one trick games use (although its very difficult) is gaslighting and hallucinations, which can be based on several factors, usually more easily achived in first-person perspectives
