Start -> windows security -> Virus & threat protection -> Virus & threat protection settings -> realtime protection -> off and do the same thing for tamper protection

the reason we are saying to disable the firewall and antivirus is because windows may block the unity application from installing

you can and should enable them when its installed

i dont think its windows diff antivirus i d suggest you uninstall it till your unity editor downloading works afetr that u can download it back
