No. MakeHuman Is the thing you make them in. There is a new Blender plugin in that you can make the humans directly in Blender, but it is not ready. Download the actual MH software. Get the crowd generator/rendomizer plugin. make to your hearts content. MH exports FBX, so you should be able to go directly from MH to Unity. If needed, Blender is compatible with both.
Ah ok, so it is it's own software. Do you mind sending the link for download and documentation? I'm a bit paranoid when it comes to downloading things and don't want to grab the wrong link

They have an Armature, yes. There are discrepancies in the term Rigged, but yes, they are ready to animate.

that depends on you. do you mean skeleton, or something else?
Well, I thought the term rigged just meant it was ready for animation - with a skeleton and the mesh working to move with the skeleton
in that case, yes, it is rigged
