try to increase indirect and environment samples to 1024. (in your settings)
And have a look on this:
"13.2.4 Use denoising and filtering"

Hey, use more bounces and enable denoising. Make your lights brighter / add more lights in a wider area. You can also increase their indirect multiplier / indirect intensity to get more light after the first bounce.

do you mean that they don't visibly respond to changes now?
yeah when you bake lights they don't have the realtime preview you get initially, but if you bake again they work
