Great points are brought up here, and I had this idea...Have you ever played on one fo those Gmod maps by yourself and felt scared becuase your all alone? So you spawn a few npcs? Because that fear is what I want. And if you don't get what I mean, or have never played Gmod. Just look at Interloper. (Its and Arg that covers this idea.) and you'll ge it

I haven't played Gmod, but I understand the kind of feeling that you refer to.
It's as I described with the hospital. A feeling of unease, when normal environment is not normal anymore, for example, if a place that is normally populated(like a game server) is absolutely devoid of players. It makes you think like there might be something else lurking in it, hiding behind the corner or that there must be some terrifying reason why there is no one but you(maybe there is something wrong with the server? Maybe you're not supposed to be here?).

There's actually an indie horror game in PS style with that theme specifically(exploring an abandoned game server). I don't remember it's name though.

Theres a amazing game that covers this very well its called "At dead of night." Where the killer lerks around every corner possible but you don't know which ones. And even crazier is they use LIVE ACTION FOOTAGE FOR EVERY ANIMATION! So its super realistic.
