Can you turn off multiple-importance sampling and progressive updates? Also go from Auto filtering to Advanced then select OpenImageDenoise
This may not fix the shadows immediately, but it will probably clean up the rest of the image and maybe the shadows.

Can you maybe uncheck "Compress Lightmaps" in the lighting settings?

So you have it set to Android?
Okay so in the project settings under "Player" you should see the Lightmap Encoding settings. Under Quality and Graphics there should be some shadow settings as well.
The encoding is under Player not Graphics/Quality
Shader stripping shouldn't affect this
Make it from Normal Quality to High Quality

Is your light Baked or Mixed?
What lightmap size are you using now? I see that you have 60 resolution which is quite high, which is why I didn't go for that sort of advice.
