I may have misunderstood, are you not trying to decrease the size of your lightmap textures?
In the "Scene" tab at the top

normal texture 481 MB but it should reduce result for texture 0.91 gb
What is the size of the lightmaps at the bottom of the lighting window?
It may be that you are using too large textures somewhere or it could be the lightmaps

To be honest you should probably not be using terrain for mobile
A more optimized mesh from a DCC program would be better for performance on mobile platforms.
