When and how to reset your simulation:

Reset whenever you feel like your Metabit production slows down significantly AND you can afford at least one simulation speed upgrade.
If you can afford to fix a glitch before that then go for it as it will significantly speed up your production.

If its your first time reaching the Singularity you should save up at least 7 Metabits before continuing.

With the Metabits you get always buy simulation speed upgrades or unlock new animals depending on whats cheaper for now. Trying to save up for the next animal even though the simulation speed upgrade is way cheaper is going to be a lot slower. Only buy the other upgrades in the reality engine - like tap income, offline production and nanobots - when you cant afford any of the primary upgrades and have some Metabits left over.
