I wouldnt aim for a specific simulation speed difference as it grows exponentially and can change quite a lot. I'd reboot either after your collected metabits are at least 50% your total metabits or when the metabit production has slowed down to the point where waiting any longer wouldn't be profitable.

No, I would say to upgrade them till reaching 59 seems easy enough to wait for, also, it's highly recommend to just mainly upgrade the higher items instead as they'll produce you more money instead of buying a ton of the lower items
