That's normal, which is why rebooting helps as the metabits provide a greater production multiplier, but I wouldn't recommend rebooting till the rate becomes too slow for your liking

It's like 5 - 10 seconds, not an entire loading screen that takes approximately 20 seconds or longer. Also, you don't really need to switch back and forth a whole lot anyway, so I wouldn't see it as a big problem.

You mean PC hardware, like RAM or CPU, internet doesn't exactly apply to a lot in this game except for the Game Transfer and some small things, but yes, something might not be very good if it's loading that slow.
