ok basic logic: you have a 2% chance to roll a epic, and 8% chance to roll a rare, you also cant roll a card if you have more than 20 of them

this is definitely a strat specific to my time zone but I find I have the best success with div placement by starting the day after an event starts. they start either 11am or 5pm my time, and I start them around 9am the next day
