No, it's a permanent discount

So essentially every individual buy is a set amount cheaper than it would be without the mission. At level 1 you recieve a set discount, and at level 9 you recieve 10x as much of a discount as you do at level 1.

It's absolutely worth going for discount missions before dwarf stars
