so what im thinking: (might not be the case though)
internally the t1 stones are t0, and t0 universal stone is shown to offshore market as "not unlocked". honestly the simplest fix i can think of is setting the "not unlocked" tier to -1

This is by design. Even though it can be kinda funky right now.
Power Stones that have a max. tier below T1 can not be gotten in the market.
However, if you have a higher tier than T1, you can still get a T1 stone if your max tier or preferred tier is that low.
