Im not sure how swap speed would work in a way that doesnt ruin the character, you kind of want to be swapping back and forth all the time otherwise why not just play a better character (the balancing in this game is... interesting) and swap weapons normally?

well thats the thing if rushing is too good with switching back and forth between weapons just tweak the swap speed
youre still going to be swapping weapons of course its just not as aggressive
and again after youve used both magazines on both weapons now you need to double back for twice as long to reload both of them
either that or only reload one and just be half as effective

I would think psychologically sure you can rush in with both weapons and secure maybe and easy kill or good damage on both people but now youre out of ammo on both weapons and vulnerable
you either reload one weapon and back away which could depend on the weapon
or book it and reload both for another push
