Stunning for that long would be too op, maybe just slowing movement and camera movement like bullet time does, simulating commotion

depends of what we consider a "stun"
Is being flashed a stun? is making the character unresponsive a stun? tampering with their controls or camera?

Yea... anything over 1 second is a death sentence
The TTK for an idle player is very short

Seconds were you deny opponent's damage or defense lines start to stack up fast

On the other hand, even with the nicest deck in your layout, FvF is still a poker-like game: if your card combo sucks - you will suck as well.
So if complete stun will be a meta, why not add another one as well so at some point win chance will be equal for each other / one another?
Moreover, this is just another type of bomb you need to learn how to use. It's easy to missthrow any of them anyways, especially on maps with no walls.

Last plus, I didn't prohibited using cards while being stunned.

so what you're basically proposing is an explosive that works like a bear trap, with the exception that you can't also shoot

which i'd be fine because you'd still be able to counter it with a nuke, iceblock, tin man, etc.

So how about this:
EMP radius is equal to standard bomb, but for electronics there will be their own radius, within which if another technic is stated, it will be destroyed as well with animated lightning connected to each other.
