I don't think we have ANY character that has a power that you can't have with a normal deck card, the only one that is sort of an exclusive power is Duck with his refelling "medkit", and that's also just a nerfed perma medkit

^ yeah none of the personality cards add new content since they're just (typically nerfed) versions of already existing cards. They're just a different method of accessing those powers

The one exception would be Lars Explosive resist at launch, because there was no card that gave explosive resist back then. It's since been added tho (thick skin)
