The quests are able to be done in private matches.
I haven't tested it yet but they might be able to be done with the bot matches

You can do quests, earn XP and gain money from 1v1’s against people in your party.

In the match menu on the bottom left it shows an icon that says quest cant be completed. And that its attached to private and bot matches
