Since the task is telling you that you must install between 35-40% of parts and you've tuned it higher than 50% then you've installed too many performance parts.
Basically, go to the Tuning Shop, use the Red PCT figures as a guide, and purchase enough parts until the total purchased parts is between 35-40% and install them.
