it's been approximately 3 days this issues started
#i can't upload/update on workshop uploader

are you copying and pasting the upload config file?
make sure this is blank
no numbers there until after its uploaded
when you copy the upload config over it copies the package id as well which either overwrites the previous upload or just refuses to upload at all

like i said its not the config files the issue is the uploader
the problem is not the file
i tried mutiples time and various config files but the result is the same

try removing the https from the package id
i dont do config uploads so im not too sure but my uploader is working fine
only other thing i could suggest is to verify game files
