Did you just donate something before this happened?
I see it all the time now. I go into the Collections and click Donate and nothing shows up.
Something messed up in this area as well. It used to tag what you just donated so you could easily navigate to it and fill out some holes (if you could) from the Market. That is now gone too.

Can't speak to any possible bug, but in my experience (and as designed) this happens when anything not in the collection book is added to your inventory, and the dot will persist until you clear/view it, even if you no longer possess that new item.
So if you attain a new item, then it's sold in shop/sold on market/used as a precraft/used in a fusion/etc.etc, the dot will persist.
For me it happens if I donate something to the book, and the dot appears after I’ve donated something and persists until I clear it
It's because you unlocked something new in the book by donating and they want to be extra sure that you're aware of this.
Like how no matter how many times you get collection cards. You've gotta look at them.
at least it doesn't do that with all inventory items
I think it triggers when you repair a gear that isn't in the book yet, but it's really difficult to test
The dot should be active based on whether we have an item to donate NOW, not whether we had it at some time in the past.
I often proactively donate items, especially ones I am actively fusing.
Screenshot is showing "hide equipped", maybe something new is hidden in there? Would guess the notification ignores this visual setting
Nah the notification simply doesn’t clear itself if whatever triggered it gets donated/used/sold/destroyed. It’s simply a matter of the item no longer being in inventory.
It should clear itself, which is the point.
