If you play borderless on pc then you can make your game in to portrait mode and the menu will adjust to what you want

It's not locked, just that the scaling is weird, like instead of listing more bounties as the window widens, the UI decides to zoom/enlarge the items in the list
It's probably better to just keep it locked to portrait or a specified width & height. (like setting aspect ratio to 9:16 for any window size)

Yea the scaling is weird. So you need to play with the scaling to get it to swap to portrait
