Correct.
When the quest monster rolls to attack the hero (either a targeted hit or an AoE), the hero has an [Evasion stat]% chance to dodge the attack and take 0 damage.
If this roll fails, then the attack connects and the hero will take damage based on the quest monster's Attack stat versus their Defense stat.
Defense mitigation gets a lot more complicated, but that's probably the simplest explanation.

That note earlier was for Spirits only.
You usually don't want to stack too much Evasion in their equipment because then you miss out on other useful stats like HP or Defense.
Evasion has a hard cap of 75% which means you can never dodge every attack.
The hero has to be able to take a few hits - even attackers.

This is a bit of theory craft but long story short:
I think war fan is better of the 2.
Because it gives +5% evade, so that gives him a boost of approx 1/12th of his evade (as he doesn't reach 75%). That means on average, he takes 1/12 damage less.
Whereas a 170defense boost is just under 1/12th (in his case). So IF def was linear, he would take a bit more damage on average than with evade.
On top of that: defense (from what I understand of how it works in this game) is less than linear (meaning that 2x defense means you don't take 2x less damage, but more than half. And as this is a dancer, there is the innate that garantees a Critical hit after damage, so more evade = more damage on average

you should also take into account consistency, where you might always win the quest with the def but sometimes lose it with the evasion when you get unlucky (not saying this is the case here, but its something to consider)

In this case, something else to consider is that the War Fan also has an Air affinity on it. That will give it higher Attack as well, since this is an Air hero.

For the future / so you don't need to ask every cycle:
There's usually a few paths people tend to take when buying stuff from the Antique Store.
- Low tier (T7 and lower) items for easy Ascension fodder (low tier items costs less Shards = it's easier to get the * Ascension ranks you need)
- Current tier stuff for DI crafting
- Current tier BiS items for selling
- Lower tier (T7 and lower) BiS / levelling items for selling
- Vanity items (transmog gear for your heroes, avatar / shop items)
If you haven't hit 15 Ascensions in all item lines, getting T5 and lower items is a great choice for option 1.
Options 2 & 3 are pretty easily stunted by power creep if you want to constantly stay on top of only using the best item available. There's always a new BP pack around the corner that can dethrone the current BiS item.

Clarification on why hydra makes a hero level faster:
- Using hydra would let you bring that hero to a harder quest such as sunken temple, bleakspire peak which gives you far more XP than using her in a lower level quest such as Sun god tombs, Chronos Ruins on Owl spirits

Pickup this talent before you start F30 fight and reset it after you get the 2nd soul
You only put 2 points in this to make extreme quests slightly faster than hard quests because you will most likely NOT be sending all parties down extreme jungle, you will probably be sending a few extreme parties and a few hard parties
If you can send ALL teams on extreme quests, then pick up the 3rd point
This talent will boost your profits a lot if you're questing in the later dungeons because you get more equipment
These two come hand in hand for more keys, but you can sorta skip this since you don't have RM.
This is because keys usually land in RM slots, it's also a 10 point investment which is a lot.
Those 10 points could go elsewhere instead such as crafting tree to provide you with more benefits

You only have 5 fighters and some elements are only covered by one archetype such as light, earth, air
I would hire a berserker first then another wanderer for your next hero slot
Then either a velite or a cleric for light elemental coverage and finally a ranger to cover for air

With those skills, you can get away with superior at best I think, but flawless would be very beneficial here
