You may not have enough racks yet. I've got 46 racks all at level 17 to 18, and I can comfortably surcharge t15 (with advanced research). I've been playing for over two years though. Outside of buying your way up the ranks with real money, there is no catchup mechanic for new players and all of the new content is aimed at the late game whales.

There doesnt need to be a catch up mechanic. Everyone had to work to get where they are. New players dont need to do it faster.

technically the Bard is a Catchup Mechanism. But that's a paid method

A lot of players rotate bins and racks. During boost events like haggle for example people probably put away bins and get more racks out.
