It's a skin so if you already have it, it shouldn't be offered as you can't have more than one. If you don't already have it, it appears that you don't get it even if you spend the tokens.
Would you post here when you get a reply? I'm also keen to get it but looks like I shouldn't do it until it gets resolved.
I would advise making the ticket before the items rotate, as proof you had it offered.

Well the thread is tagged as Investigating. The team is aware and actively looking into it. There's not really anything I personally can do.
What I can say though, is while I have no idea what's going wrong in this specific instance, historically whenever there's been a "bought a thing and didn't receive it" type issue, it's usually been that the purchase worked and the account has the thing, but it's not being displayed because of a bug. Which means (while again, I'm not sure) I'd be willing to bet you all actually have the skin.
I'm mostly thinking of examples like "I bought X Mega Pack but didn't receive the blueprint" type bugs, where it turned out the blueprint was received but had an availability date set a day or so into the future, so it didn't show up in the crafting lists immediately.
What about those of us who didnt buy it yet untill some sorta confirmation we'd actually get it. Like can we still have our tokens taken and be given the item.
Well again, we can't possibly give a confirmation until we know what's going on with the issue.
I can't see a scenario wherein people buy it and just get told "tough luck, you're out coins, muahahahaha" though

I see no reason not to. As I said above, I can't confirm anything since I haven't heard any further info on it. But I can't imagine a scenario where you just end up shorted your currency and your skin.
In all likelyhood, either a) we get it working or b) you get reimbursed your spend on it

I would definitely recommend a ticket, just in case it takes a while for them to resolve all of this. The odds are good they won't have an automatic way to tell who was affected by this.

Personally I would like to claim the item. I bought caprice coins from the shop literally for that purpose. I wouldn’t have invested 10$ for coins to lay around….

The antique store in kings caprice has nothing to do with it being the anniversary.
The skin looks like a "Titan" skin in the same theme as the anniversary though. I assumed the reason it was offered was to tie in with the anniversary. I've never seen it offered in the antique store in previous KCs before.
Cardcaptor livluski also said that it's a counter skin from the anniversary 3 years ago.

The core problem is that skins just aren't supported by KC in the same way items are, to my understanding. So it'll take a deeper overhaul to get it to work.
