Bounties - need to wait, you had one active before the update. This'll fix itself within 24 hours
Questing - delete any parties you made before the update

Hi, why some players can accept bounties and some not?

Players who had a bounty running when they updated got left on the old system essentially so you have to wait for that to have expired
