I was logged into the web store prior to the server reset today. After 0 UTC, I refreshed the page. It showed I was logged in still, but showed I had already claimed the cannonballs. I had to log out and back in again to see them as able to be claimed.

Very likely this was just a minor desync between the times on your client and the server. If you had waited anywhere from a few seconds to a minute it should have reset without relogging (in fact this probably happened as you were relogging in).
If this happens again, you stay logged in and it doesn't reset after waiting up to 2 minutes and refreshing the page after when it should have reset, bring it up to me again (feel free to tag me).

I missed this last week, but tried it today. I gave it 1-2 minutes and checked (after seeing same weird at 8:00). It was claimable once I let it sync up

Cool thanks! If you want try syncing your time on your device. It may be off by a bit which is why this happens.
