Happens randomly between floor tiles when camera moves around, under various zoom but most importantly camera must be perfectly parallel to outside horizontal wall (or road). With such setup it's a laser show every few seconds when naturally interacting with customers. Lines span across the whole floor of the shop, quickly appearing/disappearing as camera pans. Under different orientation flickering pixels appear instead, along same horizontal lines. Only noticeable under "Low" quality preset, presumably because no Anti-Aliasing. Some floors are more affected than others, this one is "Creaky Floor Boards" (my attempt at dark mode). Issue only started as of latest Bard update.
There's a technical term for it but can't remember the name. It was common in racing games where it appeared on road surfaces.
