Could you show a picture of what talents you have specced? Wondering if you've found a bug like we had with the legendary one
Are you able to get quality procs for any other item or is it just shivs that are broken?

At 3 points, it prevents any quality items from being crafted if they are tier 5 or below.

All good. It just would have been really strange to not get any quality procs on shivs without that talent. 😄
