on 1/2 it should give only 2x to epic and on 2/2 it should give 2x to both epic and legendary

the OP didn't mention the nerf to the bonus but that it gives wrong bonuses to begin with

If I had to take a guess, with how many visual oversights exist. It probably works as intended, just might not have the text the way it's supposed to be

What you see when you are 1/2 is what the next level would give you. If you press on the "i" button you can see what each level gives you.

For the sake of completeness again. My guild member was working and had little time. Now he could also give me coherent screenshots to how it looks with him.

Yea, the first screenshot is showing that when he upgrades, he will get Epic + Legendary x2 chance (which requires 2 talent points). The second screenshot shows that he currently only has Epic x2 chance (The 1 talent point benefit)

The second talent adds the legendary chance.

When you still have unallocated points in the talent, the purchase screen shows what the purchase/next point will give you. Once you have all points in it, there is nothing 'next' to show you, so it displays your current actual benefit.

The 'i' button next to the talent name at the top shows your benefit (his second screenshot). His clearly has just Epic x2. If you were to go to that same screen, the second one with epic + legendary would be highlighted/circled in yellow for you instead.
