To be honest I don't consider it a bug. NPCs can request items you don't have so you can buy them/craft them and then sell.

If it's already surcharged then it doesn't change anything here.

i'd still consider it as a bug. Also refusing should give the energy you WOULD have spent.. discounting doesn't work anymore on these items, so i at the moment end up refusing all those precious surcharges >.<
