it has to be enabled otherwise it can't work. the most common issue is that someone has it disabled. did you buy something else on steam in the last time?

you were right uninstalled steam then intalled back it ruturned back to normal

you should also write your ingamename and #12345 in the ticket text, that helps them find your account.
