If it helps, that's pretty standard across every game I've seen. Refunding a received purchase doesn't undo the purchase, it just gives you the money back for it. Which qualifies as a form of purchase fraud and is actioned accordingly.

Yup! There's a penalty associated for the fraud.

If there was no downside other than having to pay back the exact amount you refunded, there'd really be no incentive not to just try your luck and see if you got caught
