I just got reoffered the same deals after the time limit was up I got a new offer a new white buggy interface.
I was offered this just recently and when it expired I got this re-offering but its exactly the same thing. Not sure if its intended.

Same issue as the poster. My offers are repeating the same Superior Offers too. I thought after you had cycled through them you were offered pieces of Mega Packs you did not own. At least that how it has worked for me in the past
