I umm, I think she owes debt to a villager and didn't come to town...
Jokes aside the building has not shown on this account, not sure why, not on phone nor pc.

Also neither showed up in my shop when the update was released. (in fact many others like the fairy didn't either)

Can you zoom in and out in the picture? Perhaps it is just outside the frame.

Or if on phone, rotate the screen?

If that doesn't work, check at your counter. Is a Vendor still there, being ignored all this time?

Or could she be outside the shop, stuck somehow?

No, zooming and changing the perspective does nothing, the merchant has never visited my shop nor is outside it

It isn’t the garden you need at level 7. You need the herbalist building at level 7

So it says I already have the garden at level 7, so I think you were right, I may have intentionally been misinformed.
