USB 3.0 is backwards compatible with 1 & 2, so if it works with one cable and not with another, sounds like it's potentially a cable issue. Of course, it's hard to tell without actually knowing what midi keyboard you own or the laptop you are connecting it too. Also (you probably did try this), make sure all windows drivers are updated (I know your device is CC, but your computer itself still needs updated drivers), as well as the BIOS and chipset drivers.

I went to the manufacturer website I got all the drivers and it worked
