Im a bit late but i think if you specifically had the design down to the size of an akula class submarine you could carry many tanks. The Akula class carried 20 R-39 missiles weighing in 84 tons each. Now it doesnt have enough space for 24x70 ton tanks, but if you just widen the submarine im sure its possible to squeeze in 24 tanks weighing 70 tons. That just goes to show how large the akula submarines are. the submarine you drew is just too small.
