So to maximize the tiger E, you usually need around 210k-220k sl besides the 150k price tag on the tank itself

I get quite often such behaviour when I click to battle that my tank goes to battle but leaves me in the garage resulting my tank being afk in the battle. It is really frustrating. Sometimes I get the battle loading screen but it then loads me back to garage for some reason instead of the battle.

But HEAT can actually pen spaced armour, if the pen is more than the thickness of the spaced PLUS the bare armour plate then yes it will indeed penetrate as long as you are between 75° and 125° of the armour plate. So it has to be fairly straight on with the angle your gun is at.
