I think so. You've claimed that players don't deserve free stuff but doesn't it depend on what exactly is WG giving away? For instance, the CtA crate is a low value reward that won't really impact Blitz's economy as a whole but still provides content for the players to look into. Even if it wasn't in a form of a quest, I think people in general would still be happy about freebies and no one really gets hurt by it.
