1. informing the playerbase of the changes and compensation, Kpz 70 gets moved to tier 10 and basically ruins the tank
2. finishing reforged, no balance changes should be done before reforged is finished so players dont report these as bugs or get confused
3. UE should aim to achieve parity with Current so testing is easier

WG tossed all 3 of these into the trash and just rolled it out anyways

Basically people below 5.5k battles are mostly matched against other players with max 5.5k. Iirc this "newbie" matchmaking doesn't apply if you platoon with someone over 5.5k battles or play T8 or above tanks. It's been like that for quiet some time now though

Bad company crates appear every Halloween, so it’ll most likely be in there .. but it’s still a gamble because there’s more than one tank. You could get the x amount of charms, open the certificate and receive a Dracula .

I would just wait for the tank to be sold outside of crates , or try with the soulmate crates if they appear again because you have more than half
