There currently aren't any concrete plans for a specific Chieftain rebalance, but it has been announced that the Meta will be somewhat reworked at one point after the current tournament-season is done.
Fingers crossed that the Chief recieves its old gun/similar gun back, I loved it back then

Because 75% module damage reduction essentially means you don't get module damaged at all, which is insanely better than the other option which is the small food, or small fuel.
The players using spall liners don't get the choice. Simple. Like you said, 75% module damage decrease is huge. They still profit a lot from using it.

"more down to earth" because the statistical number is high? Can you just look beyond the number and actually see what is happening? 5% overall damage is a lot more valuable than not damaging the modules
