While in theory it sounds good to just aim higher and higher, it is in my opinion largely more efficient to have a clear objective, that you can then adjust according to your actual performances. Going in blind is just counterproductive, because how can you know how much exactly do you need to improve? for the long answer: take your tier and multiply by 200 to get the bare average you should be getting, by 250 for what a good player should get and 300+ for the top players.
For example, tier X should get 300x10 so 3000 average damage per battle for the top players.
Of course, it still depends on a bit more factors. Some tanks are way better than others and should aim for higher. TDs should also aim for higher except for a few ones. It's ok for heavies to deal slightly less

I think the best way for this to work is sub classes. On tanks.gg for WoTPC, each tank has a role. Ex: leopard 1 - sniper, Maus - spear head/break through, Mino - assault TD. And have them also be matched up based of this as well
