No. Their lack of gun depression eliminates too many options and force most tanks to search for really specific spots to be able to have a consistent damage output.
And "starting nation" doesn't really make sense anymore, since most of the major nations have too many diversity in playstyles. Germany for example got the Leopard 1 which is quite the epitome of NOT beginner friendly on an otherwise very easy "tree"

Not really. I've recently got my hands on the Grille 15, and while it is almost a symbol of camping TD, the amazing mobility lets it reposition easily as well as getting the most damage by going forward into good positions
