the "Tier" is the price of the bundle in USD, and its added to your account in a 30/60/90/180 day period
these periods with tiers is what determines what bundles you get access to
if you spend 500$ in the game in 30 days, you have an account tier of 500, and if you dont spend anything for the next 30 days, you're then eligible for 30day 0tier offers, etc
so on
its a rough guess and estimate based on the behavior ive seen, so don't take it flat out

its just not bombastic so most players gloss over it

The guy in the mk1 is just prioritising threats, alot of progetto 46 drivers are mt mains, so they have a skillset that the mk1 doesnt want to deal with. Once the mobility is taken from a team, the farming happens by all

The main problem is how you keep flicking your turret around. The progetto has wonderful on move dispersion factors for the hull, but that is compensated by poor factors for turret traverse. That's why it blooms so much. The progetto gun handling remains top of the crop for tier 8 meds tho
